Resident Interim Process

Rent/Household Composition Change Requests 

Residents are required to receive approval before a new household member or live in aide moves into the unit. 

Within 10 days, residents are required to report to management any changes in employment, income or household composition as described below:

All residents must notify the property staff within ten (10) calendar days when:

  • A current household member moves out of the unit
  • A child under six (6) years of age is added to the unit
  • A previously unemployed household member becomes employed
  • Household income increases by $200 or more per month

Owners may refuse to process an interim recertification when the tenant reports a decrease in income only if the following apply:

  1. The decrease was caused by a deliberate action of the tenant to avoid paying rent. For example, the owner receives documented evidence that a tenant quit a job in order to qualify for a lower rent.

  2. The owner has confirmation that the decrease will last less than one month. For example, an owner receives confirmation from the tenant's employer that the tenant will be laid off for only two weeks.
    1. If the owner determines that the decrease in income will last less than one month, the owner may choose, but is not obligated, to process an interim recertification.
    2. The owner must, however, implement this policy consistently for all tenants in the property who experience a decrease in income that will last for less than one month.

Residents may request an interim certification due to any changes occurring since the last unification that may affect the resident rent and assistance payment. Changes a resident may report include the following:

  • Decreases in income including, but not limited to, loss of employment, reduction in number of hours worked by an employed family member, and loss or reduction of welfare income;
  • Increases in allowances including, but not limited to, increased medical expenses, and higher child care costs; and
  • Other changes affecting the calculation of a family's annual or adjusted income including, but not limited to, a family member turning sixty-two (62) years old, becoming a full-time student, or becoming a person with a disability

Failure to report changes that create a rent Increase, within thirty (30) days, will result in a retroactive rent increase effective the first day of the month following the date of the change. The resident will be responsible for returning any assistance paid in error. The owner/agent must return assistance paid in error to the Department of Housing and Urban Development. The owner/agent may act as the agent to return such funds.

Failure to report changes, within thirty (30) days that result in an increase of assistance and a reduction of rent will result in a rent change effective the first day of the month following the completion of the new certification. In accordance with HUD rules, the reduction in rent payment will NOT be retroactive.

Please keep your email address and password in a safe place because CHRC does not have access to this confidential and secure information.


Enter an Interim, Initial, or Annual Certification:

Click on "Compliance" or "Certifications",

Click on "Start Interim Recertification" or "Start Initial Certification" 
When it is time for Annual recertifications, that option will appear.

You will need to enter and upload all required information for the change to be processed. The rent change is not complete until all information is received, processed and signed.
